I was excited when I saw this on the list of upcoming changes but it seems that something was missed.
The 1 charge Tokuno dyes (Rose Red, Chaos Blue, Noble Gold, etc.) don't combine.
Compassion dyes combine.
Clean Up dyes combine.
Haochi's Pigments combine.
Major Pigments of Tokuno combine.
The cap for combining charges is 50, so if you have a 23 charge and a 33 charge you can't combine them at all.
Sadly they don't work with overflow like binding Scrolls of Transcendence where if you combine a 4.5 and a 2.0 you get a 5.0 and a 1.5, they work like runics instead and won't combine giving a 50 charge and a 5 charge.
