I am thinking it will be the close of the current event cycle I could be wrong as to when that will be there is no answer ATM unless one of the devs will grace us with the answer but I would not hold my breath!

Draconi already said they would be used sometime in Publish 59 which is the next one. So to use EA's trademark motto... SOON!
