Another head-scratcher here:
Why are there so darn many cleanup officers, why are they of different races, and why are they located where they are if they ALL offer the same list of cleanup rewards?
On Origin, you can find a male and a female cleanup officer of the following races and in the following locations:
Very odd. But then again, perhaps not, given that they were all "unemployed" not so long ago. Why not hire 12 NPCs to do what two (one in Fel and one in Trammel) could probably do with their eyes closed? And whoever did the hiring certainly can't be accused of discriminating based on gender or race, right? Maybe the fact they hired 12 instead of just two also explains the skimpy reward list. Perhaps whoever is running this operation is having to pay too much of what is being made from recycling the turn-in items for salaries instead of providing more and better rewards!
And if the cleanup officers are supposed to be in popular gathering spots, why was Luna overlooked? Could it mean Luna's not gonna be a good place to hang out in the near future or for however long there will be cleanup officers hanging around?

- Gargoyles in Ter Mur (on the plaza outside the jeweler's shop and near the farmer's market).
