Well, this is just a thought, but given the strange economic realities that rule Sosaria, why not affect a few GMs to cleaning the lands for a few days?
It could be done in a few weeks, by a couple GMs. Just scanning through houses content, seeking bagfulls of em items and other rares, and investigating about them.
I mean most of the community seems resigned to the fact that dupes are here forever, and you have to deal with it. But if you think about it, this is the root of what drives the uo economy, people being able to make vast profits and redistribute the gold to the masses in exchange for rl currencies.
To tackle this, simply eliminate the supply, aka the bags of duped items still being held by some people. Again, they have to be stored in houses or bank chests, so they are findable. From experience, scanning the whole landmass by foot to find idocs doesn't require more than 10 hours for a shard. I'm sure some EA employees could be quicker than that, and find everything that is to be found.
That would be better than any gold sink, and simply clarify the situation. It'd be like day 1 of a new economic era, and people would have more faith in the Gold Piece!
