So if used with the bracers that have 30% lightning, it will dish out 100% lightning also? Sweet!
Its either bracers or sleeves (bone) of alchemical devastation I think. Some type of reward or drop item.
I don't think it works with weapons, just wrestling. Pretty sure there is a video on youtube of someone testing it out.
