I have a bunch in my pack and I visit the NPC outside the dungeon ... but it says I have 0 points ...

You are required to turn them in... right click him one time and chose turn in... then turn in all the Enchanted items in your pack... then you have points to spend.

Yep, it also took and gave me credit for all my Doom and Kotl turns in, so when I first went to turn in Drops I had gotten inside it said I had 74 points, so I used 50 to get the jawbone right away. I am back up to 100 pts again.
