City Treasuries leaking funds?

Have any other governors noticed funds mysteriously disappearing from the city treasury? A few days ago I had 2.2 million gold in my budget and now I am down to less than 2 million. What is the meaning of this?

do you have a trade agreement in place on the stone? thats the only place I am aware of that charges.

There is a percentage that is pulled from the stone on any amount above 10k. I'm not sure of the frequency, but I think it's daily. Don't leave large sums on the stone, make sure the donations go on the day you choose the trade deal.

What's the purpose of this? Kind of makes it difficult to get donations if they have to be on the same day that you're starting a new trade agreement.

-The City Treasury is subject to a daily 5% reduction above 10,000gp to pay for general City Services.

Considering the only city services are the ones I provide... this seems kind of terrible.
