Higher titles require higher city loyalty, in addition to the increase gold cost. There are a variety of ways to incease city loyalty once you declare citizenship which I am sure you can lookup here on stratics or on UOGuide.

Rioting and City Loyalty all still works to get town loyalty up. But i would like to remind that from next Publish: Pub 78 that City Raiders have been added to the Brigand Fort between Yew and Britain.
