How can i become citizen of a city?

Open the context menu on yourself, find "Loyalty Ratings." This pulls up the loyalty gump, on the bottom of that is a blue gem marked City Loyalty. You can select your city and declare loyalty there. Just be warned if you choose poorly (aka not Minoc) You will have to wait 7 days after dropping loyalty for declaring for a different city (Like Minoc!).
