Yes, but npc prices are not all equal. So Britain may be cheaper if the faction who rules the town atm has lowered the price or the faction in control can raise the price. Luna for example is a constant price.

NPC vendors works different here than on normal shards. Here we have cheap factions towns, then non factions towns and then factions taxes with high taxes. Brit and Vesper are often cheap Faction = cheapest way to get gems.(On Sonoma at least) I found that the cheapest place was actually the jeweler in Ter Mur beside the Soulforge. Citrine and Amber were both always at 50 gold depending on how many times you buy though (although Sonoma does not have a high population).

Actually, no, these are not the same gems that a miner can dig up. While those types of gems are used to make certain items, the gems we are speaking of are sold by NPC jewelers and can drop in small quantities, on some monsters, as loot.
