I've never transferred a character (there's a lot of stuff I've never done). Can the character take a soul stone with him, and then that soul stone be also available to other characters on the same account on the new shard? Thanks

Yes. Your bank box, back pack, and up to four packies for a full transfer. Bank box and pack only for veteran xfer. All items that are not shard bound should xfer and be fully function on the flip side. Good luck!
