cap to item skill bonuses?

I seem to remember seeing something about a limit to the amount of skill that can be stacked with items. tome lost knowledge +15mage, +15mage brac, +15mage ring does not actually equal 45 of nat mage skill. please tell me i'm crazy. thanks. (oh yeah, i remember the cap to be 25)

My crafter on Siege has 0 real magery but manages to get around with the help of ring, bracelet, tome, talisman from the library and gate scrolls (and lots of fizzles)

I have crafters and BOD gatherers that I lowered magery to 60.0 and increase it to GM with ring, bracelet and a spellbook. There is no cap on skill points from items as far as I know.
