can't place elven/crystal walls

it says I need to update to latest expansion, I have mondain's legacy, why does this happen?

I think it was a part of the 9th anniversary gift. I didn't have my account active at that time so I missed out on it too. It is suppose to be eventually added to uogamecodes.com so you could buy it, but they have yet to do it.
