[Cartography] Can't Mine Here

While I'm sure this has to do with mining skill, I am pretty much right on the spot, and it keeps saying "can't mine here". Does this have to do with mining skill? Also, I did see at one point the tile radius for success for different levels of mining skills, but I don't see it stickied anymore. Most of what I see is for fishing--probably due to the new content.

Depending on how you dig for your treasure, you need to target your t-map first with your shovel. (Use shovel --> target map --> target ground) Or you could use the context menu of the map to get a digging cursor.
