Can't complete Correspondence from Minax

Some kind soul brought me to Travesty and we managed to take her down. I noticed a scroll on the floor. I teleported to Brit and tried to deliver the scroll to Sakkara the notary but without success.

Does anyone know what I need to do?

Did you try double clicking the scroll? Marking it as quest item? Or do you have the quest from the librarian already?
