Can *young players* place houses?

If you make a char on an old acct, a new char that has young status, can they place houses now? I thought you had to wait 15 days no matter what?

Publish 58 removed the 15 day character age requirement for house placement.
You are not allowed to place on a trial account...

Trial accounts can no longer place houses. So if an account is paid for, and is young they should still be able to place a house.
