I have not bought the expansion--can I still get SOS? Been fishing for over 5 hrs and not gotten a single SOS.

Yes you can. Try fishing in another area if you're having bad luck.
Mib's drop on serpents that u fish up. So u have to kill them. They dont drop in ur backpack directly.
You need to be fishing in deep water otherwise sea serpents will not pop up. If you are fishing off land, you probably won't be getting sea serpents. Grab a boat and sail away from the land. If you are getting "sea" fish and not "shore" fish then you are in a good spot for sea serpent spawning.
Also, your fishing skill must be high enough to get messages in a bottle. Tests suggest that you need at least 75% for that.

At 85 Skill in fishing: Message in a Bottle: When opened will contain a Waterstained SOS or if your lucky (1 in 25) an Ancient SOS. These will then lead you to treasure you can fish up.

Morduco, I didn't have any luck with getting any in a 45-minute test I made on Origin with my GM fisher on an account that hasn't been upgraded. She got one net and one treasure map from serpents she fished up, as well as 5 delicate scales. But no MIBs (and of course, no pearls). She used to get MIBs regularly in the same area she fished today and still has a little pile of SOS gathered before the expansion. I have no idea what will happen if she tries to use them without access to the High Seas booster content. I may try again later to get new MIBs since 45 minutes was not much of a test. I'll also try to use those old SOS and see what happens with them.
I hope that getting MIBs or using SOS has NOT been turned off for accounts without the booster. Maybe someone from EA will clarify this issue for those of us who didn't pay for the booster. I hope the response, if any, is NOT that they actually took away content from people who didn't buy the booster because that seems like a very poor business decision. It just ends up making people who weren't ready to buy the booster yet angry about being treated like fools and less likely to eventually buy it.

I think its just the rng that plays u a joke. But, I have noticed a lot less sea serpents and deep sea serpents after the update. So, 45 mins is not much of a test period.
Question, does the spawn of an Ancient SoS also depend on the skill of the fisherman ?
That is, higher skill have higher chances to get an Ancient SoS ?
Or is it only random regardless from one's own skill level in fishing ?
I have noticed the same thing and I fish every day for about 4-5 hrs a day.
My Fisherwoman does not have the High Seas Expansion.
She has fished up SoS's by killing the serpents that spawn as she fishes.
She has fished up the treasure chests from about 50 SoS's over the past week.
New loot has included the Kelp Leggings, the Bow, the Valkyrie armor, Ancient Wedding dresses....all from the chests she has fished up.
From the pre chest loot, along with pillows and portraits, she has fished up table legs, and fish heads. No oars yet..she keeps trying though!
She is doing fine fishing up the SoS new loots without the expansion.

Totally random, pray for the RNG luck to shine on you! Any char can extract the mibs with equal chance for a ancient sos.
Skills is required for to fish up the serpents and to fish up the sos.

I agree with Lady Rachel. I do NOT have the expansion and I have fished up the new rewards. That was a patch not part of the expansion. =)
