im pretty sure the surge shield is like the mana phasing orbs, meaning they cannot be recharged.
This is my understanding too.
may be able to sell it to a npc vendor and buy it back with charges but i doubt it will work. and the orb should be recharged by the switch even though they are not able to be now!! thats what they are for rechargeing talismans!
