Damned fine question, and one I have to grab a red in a headlock to check out.

They're squirmy lil things, so it may take a while.

Since all shopkeepers will not deal with reds, even to sell them a lousy backpack, will a smith NPC hand over a BoD to a red?

And.. I just reread the FAQ and only came up with this. (I've had a smith so long that the minimums are lost on me at this point.) How much smithing does one have to have to GET a bod, be that player red or blue, first off.

A BOD is a Bulk Order Deed. BOD's may be offered to anyone with Blacksmithing skill when they sell items to NPC Blacksmiths and Armourers.

Are we talking real skill here, or will the Jack of All Trades thing kick in for human characters?

Come on, someone save me from having to create new characters to find out the answers.. I know someone out there already knows!

Reds can go into town now so of coarse they can as long as they have blacksmithing or tailoring.

No, it will not.
Neither can you give a char with no smithing skill a +skill runic hammer and expect to get a bod.

Also Shopkeepers have been willing to trade with murderers for a very long time. Tho I cannot ever recall seeing a murderous blacksmith out there in the lands.

I remember several red smiths.. and I'm still twisting arms to get an answer by today's rules. (Folks seem to find the very idea of a red smith funny, because after the Trammel split it became standard to make smiths mules. Wasn't always that way.)
