90 + 1.5 + 3 + 1.5 = 95, 7.5 days
So, 7.5 days from SA release is when people might have soul forges.
Unless my math or RoT timing's off which it could be, cause I don't care enough to double check it.

or unless someone gets a lucky drop from the fountain. It's possible to get a fragment from that, but it's only one of the random things you can get from throwing lucky coins in the fountain and you can only throw them once per day 
Hey! I noticed that the NPC's don't call for guards there ( at least they havent on me ).
Everyone standing around AFK while waiting for their ROT timer to go off... whats a thief to do? * evil grin *
I managed to get 2 tokens of gender change ( 3, but got Guard Whacked on third one ) and a decent imbued LRC gorget, among other gems and such.
