Yes you can tithe gold at any shrine in fel.

I believe that you can tithe at any shrine. So you should be able to tithe (in theory) at least the Chaos shrine.

should be able to tithe any shrine. be within a couple tiles of the ankh and you should see the tithe gold option on the menu. chiv spell duration suxs when you have low karma <shrug>

Yep! They sure can.
Just walk up to the ankh, shift+left click or whatever you do to open the little menu, and tithe.
