The UO Wiki says:
"Add charges to the Map Charter by dropping mapmaker’s pens to the rolled maps container"

To be honest, I bought one because I thought it looked cool and already had all of the other Vet reward crafting stations. This one I've never really used very much as I am not too much of a T-Map guy. Sorry if that doesn't help much

Map Charter is a crafting station that does what a map making pen does
