I believe the NPC at the mage shop in Delucia sells recall scrolls right next to the bank. May not be as cheap as buying from a player but they're always in stock 
If not there try other mage shops. I know I buy all mine that I use to pvp w/ from NPC's (prot/wall/tele/recall).
