If i'm not mistaken hay is a daily spawn right outside dungeon Khaldun in the lost lands. Definetly not worth a million.

The thick hay in the picture spawns once every day after server up near Khaldun in Felucca T2A. You'd be way overpaying at 1m in my opinion.

There is a "thin" version of scattered hay that does NOT spawn. You'll be looking at paying at least around 10m, but I've seen them go up to 20m.
