To verify the cloak, will probably ask it to be priced and put as attire on a vendor if possible as it simply looks like a black cloak in the trade window. If that no longer works, possibly a third person if I don't know the seller well.

only way to be 100% safe when buying ethereal clothing is to go to fel, snoop their pack, ensure that there are no bags or clothing there and have the seller remove any armor on the applicable location (in this instance the back), have them equip the cloak, then unequip it, then place it into the trade window so you can see the item in the pack.

you can check it in kr too in KR it will just say cloak no icon on a vendor
