MUST:
40%+ Hit spell (NO fireball/magicarrow, Harm/Lightning only)
30 SSI
40%+ Hit lower defense
35+ Damage Increase (40DI isn't needed)

For the hatchet:
Must:
40%+ Hit spell
25%+ SSI
40%+ Hit lower defense
