Bug on test center? Re-forge

I was reforging stuff on TC.. some items I would reforge, it would make the sound, but the item would not get any mods, and would try again and it says (this item cannot be reforged)

I've tried horned and spined kit, and gotten this.
The armor I am using is NPC studded.

it's not 100% of the time, but enough I've gotten it 4 times in a row. The mods I am using on the horned kit are ageis, defense, powerful

Try using exceptional made armor, not npc armor.

Also close your backpack and re-open it, Its a resynch/refresh glitch sometimes your screen saves the normal image of the item before its reforged so when you high light it, it looks like it hasn't been reforged but if you were to close your pack and reopen it. The item will refresh with the reforged properties on it.
