I humbly accept re-election as Governor of Britain. My first action as Governer this term is to ask the people to voice there preference for the city trade deal.

One way to compare the trade agreements benefits is to compare the equivalent imbuing intensity for each of the trade agreement bonuses. The only one I didn't calculate is the bandage bonus because there really isn't an equivalent for it.
Trade Agreement Equivalent Imbuing Weight intensity:
So from the standpoint of imbuing intensity, some of the trade deals are clearly more attractive than others. The benefit of all of the trade deals could be argued. I'm just providing one way of comparing them.
