We could bribe the Heartwood Questers so they give better Craftman Satchels with more chances of Runic Saws/Fletcher's Tools, rare recipes and higher intensity talismans. That would be more gold sink and would solve the issue of those runic tools beeing way too rare to be of any use with reforging. And that would not hurt new players who could still get a lucky draw without bribing the Questers. Plus that wouldn't involve much work for the devs since there is probably very little to do to implement it, nor any risk of unbalancing anything.
