I believe the clue to if it can be locked down or not is in the items title.
If it is labeled "The Head Of (insert name here)" then it can be locked down, However, if it is labeled "Head Of (insert name here)" then it can NOT be locked down.
I have seen heads of sell for between 3 mill and theres been 1 on a europa vendor as high as 6 mill if it sold i dunno though.
The ones that can be locked down sell for significantly more as they can be put out on display where as the others have to sit in a secure container to which only the owner will get any real gratification from as they cant show it off
