I know i've seen a thread somewhere, but can't find it!
Iirc, if there is a 'The' in the title, you can lock it down, but if there isn't... you cant. right? If there's no THE, it has to be in a bag/container?
Is there a place that lists the apx value of the different kinds/names?

Correct Feth there needs to be "The" at the beginning of the description for anything to be locked down. The quick way to check and see if anything can be locked down is to have a box locked down in your house, drop the item in the box if it stays it can be locked down, if it pops back into your backback it can not. To be displayed it then has to be in the the second level lock down. This also works with newbied items such as Weddingbands and the old Xmas items. I have attached two examples:
