BOD Vendors? Cut Down?

I remember a patch or two ago they added multiple blacksmiths/tailors to pretty much every city there was, now they are all gone, cut down to original numbers or less per shop. When or why did this happen?

Those NPC's was not just added to all Towns, it was a bug and got now fixed.
