Is it possible to buy bod books from npc's or do I have to find some vendor? I have been hanging around New Haven since I started and haven't found any yet. Thanks.

BOD books are made by scribes. So you will have to find a scribe to make you some, or look for a player vendor that sells them. No NPC's sell BOD books.
