I just had this particular piece of nastiness occur. I was only able to do it because I decided a decade ago and NOT do things the easy way that everyone else did, and made a Melee Treasure Hunter. I hope I speak for all my fellow guildmasters of THB across the shards on this subject.
Look at these images, and see if you can figure out what is wrong about the maps being able to spawn here (either the quest maps, or T-maps in general).
If you can't, here's a list of the issues.
Seriously, there is no reason for T-maps to occur INSIDE the casino. Any chance you could do something to prevent it? IIRC, it's the guard zones that keep out map locations for other T-maps, so I believe that if this is true, setting up a guard zone for the casino would do the same.
I was able to do the spawn because I'm a maverick at the profession, and even then I couldn't outrun the initial spawn, and had to go rez, then kill the spawn off one at a time, as they wandered out from the chest. Most other Treasure Hunters would be well and truly screwed from the lack of magic and pets.
Having a group of dexxers can change this, for a low-level map like the Level 3 Adeptly map from the Quest. But, I have nightmares of someone handing me a Diabolical map for the location one of these days, and asking me to dig it for them....

If you can't, here's a list of the issues.
- NO CASTING. No Magery, No Mysticism, No Spellweaving, No Necromancy. No Chivalry, Bushido or Ninjitsum either. Automatically, anyone trying to dig this map is limited to melee, throwing or archery, and even then without most of their support abilities. The only things they can use are special moves, and of course only dedicated weapon users have the required Tactics for those. And, of course, no invisibility, teleports or recall/sacred journey to escape the guardian spawn (which can be up to 8 creatures, if you remember). Healing is limited to the Healing skill, because IIRC even Spirit Speak is restricted in no-magic zones (haven't tested that in a while) from where people used to spam it to be disruptive in events, and that it uses mana with no bodies present.
- NO PETS OR MOUNTS. No ethys, so there's no way to outrun the initial spawn. No Summons (from #1 above). All pets are stabled automatically when you are inside (even if there's normally not room in the stable). You are completely on your own. Hope you brought backup.
- No Guard Zone, and the nearest place to rez (if the player even remembers it) is inside the Underworld and the tombstone-like marker. VERY rarely, one of the Fire Island random wandering healers spawns in the desert, but you can't count on it.
- Oh, and I do not believe that the SPAWN were unable to cast - just me. Luckily, other than the initial spawn, I was able to kill elementals, liches and dread spiders before they had a chance to cast when they spawned during the chest looting phase.
