Green Tagged items dont normally depend upon colour, unless dyed at special events like the recent japenesse thing where there were rare(r) colours. The green tagged items do vary shard to shard but a collector would not hessitate at paying between 2 to 4 mills for such an item.
As for the "of exceptional" tagged item, where the name of the item IS NOT in the title, are the more common version of the three exceptional tags. "A jester hat of exceptional quality, Exceptional" is almost as common with a "Jesters hat of exceptional quality, [Exceptional]" being the rarest.
The tag you have would fetch between 150,000 to 400,000 dependant upon how avid a collector was buying the item.
