It's what is used to feed bane dragons. You get it by doing a quest for the ophidians, you need 5k points in loyalty to them to do it. The recipe scroll can be given to another character.
I'd like it myself, and have it on Europa, but I have no character on the shard capable of killing bane chosen in the towns. Raising that level of loyalty points is beyond me.
