You do know it's still possible to do the quest to get this?
Step 1 do the rotworm stew recipe quest http://uo2.stratics.com/questing/jaacar-the-gray-goblin, being sure to loot some rotworm meat. Make one stew.
Step 2 kill terathans till you have 5000 loyalty to Ophdians - being sure to loot one 'terathan arms' from an avenger. Drones will do for the rest of the points.
Step 3 take the Blackrock stew quest http://uo2.stratics.com/questing/salis-the-ophidian-cook add the stew and arms to 5 small blackrock. Job done
Takes 2 - 3 hours in total.
