Since it has not been acurately documented, let me give you my understading of this item.
Two events on Napa dropped this. The first evening was a Fel based event and dropped:
Blackrock Encrusted Mortar And Pestle (Contains 1,000 Charges of Fireworks) (3)
The second event was tram based and ended in Brit bank and dropped:
Blackrock Encrusted Mortar And Pestle (3)
(no charges and when used makes unlimited flamestrike graphics)
Its a super fun item, one of eight total items in game that do this. Messana confirmed with me via email that the Flamstrike charges are indeed unlimited.

Yeah that one sounds better, like those black peices of bone armour you can get that do it. Haven't seen one of them in ages.
