LOL well I tried just now too and I was able to make it.
Skill lvl is only 55, make sure you have enough cloth...I mean it should ask you to target the cloth you want to use if you have more then one type/color...make sure it's not a BOLT of cloth, make sure you're on the right char and you have tailoring...yes I've done that before...too many crafting skills lol.
