Use best weapon skill means you can use the weapon without the skill required for that weapon type if you have skill in another weapon type. So if you are a fencer and you have a sword with use best weapon skill then you can use the sword even if you have no swordsmanship. Lower requirements means that it will lower the strength required to use a piece of armor or weapon. If you want to look up these things and more look here
