Buy them from other peeps is the easiest. The only other way is the fletching quests in Heartwood, bows, x-bows, heavy x-bows, and bolts.

well I went through 50000 boards and got 2 oak runic and almost all the recipes so you could walk in with a thousand boards and get a good runic right off or spend 500k boards and get squat the whole system In my opinion sucks as its all random no matter what skill you are
