Seems like no one is willing to, or able to really divulge a better or alternative legendary drop spot. I’ve been back a few months and I’ve tried treasure maps, several different bosses and farming mid end creatures such as ancient wyrms and Balrons and it seems the legendary rate is VERY low. Out of probably around 200 Baracoon I’ve gotten maybe 3 legendarys. 50 or so Ingenious maps, zero legendary. And maybe 1 legendary from farming.
I think the roof and exodus encounter may be the best bet. I’ve seen some videos about the underwater encounter, that looks promising.

Many shards have regular net tosses (fabled white nets), weekly or monthly. These generate Osiredon the Scalis Enforcer (Osiredon the Scalis Enforcer - UOGuide, the Ultima Online Encyclopedia) on a regular basis. A great source of Legendary Artifacts.
They are run twice per week on Atlantic in New Magincia at midnight on Saturdays and noon on Sundays.

The roof, Exodus, and Scalis are the best ways that I know, though I haven't been back for very long.
