My disclaimer is that I know nothing other than what I have read here about factions. So I am familiar with the issues as stated.
My young grandson stayed at my house over thanksgiving. I loaded up a battleship program on the old computer, and we had a ball. One scenario was that you could pick 5 ships from those available to fight against your opponent (who was making his own choices). You could pick from battleship, pt boat, submarine, destroyer or carrier. You could have 5 carriers if you liked. The key was that each of the ships had unique offensive and defensive capabilities. It became apparent real quick that you needed both luck and skill to balance your offense and defense to win.
It struck me, what if factions operated in this way? Perhaps there could be 5 to 10 decked out gear sets that could be used by a player. He could choose which set to play with for a specified time. You could have a Wrestling get up (maxed out), a mage set up, a dexxer set up and on and on. The players, perhaps could design the sets to be available with the devs. In my mind, the strategy would still recognize player skill (that is how effective they are with a particular set up) and the distribution of the various set ups across the group.
