[Lumberjacking] Bark Fragments Question

I may be missing a simple step, but how does one collect bark fragments? My goal is to use for wood pulp (cooking) and then make scrolls (inscribing). Any help out there?

They come from chopping trees.

I've been chopping a lot of trees, but have not seen one fragment. Is there a minimum skill required or a particular tree type to chop?
