there are actually 2 forms of double exceptional
"a leather [armor piece] of exceptional equality"
Exceptional
and
"barbed [armor piece] of exceptinal quality"

The first one listed was created before the mule gumps (windows) were changed which makes them 8-9yrs old. The second example is a more modern form and they seem to be everywhere.

Exceptional Barbed Leather Sleeves = 0
A Barbed Leather Sleeves of Exceptional Quality = 200-500k (obviously would be enhanced, rather than crafted with barbed to begin with, as barbed leather did not exist)
