Thanks to help from Brian Freud getting the staff for Kalen's apprentice, I was able to get one of the titan slayer obelisks on Balhae. If you want to use it, it is located at approximately 8 N 38 E (about 3 screens east of Britain), on the second floor. There's also a pentagram with red and black candles to use for casting the Summon Perihelion spell (you'll need to supply your own reagents).
