Arrrr, be ye a-sayin' the town criers done been infiltrated by Falsehood?!?
THe possibilities are:
1. The city is bugged. On LS this happened a lot but they seem to have somehow fixed it. As of the last couple of days things seem to be working perfectly.
2. There is a Crimson Dragon someplace and you just haven't found it yet. Sometimes it can take a surprisingly long time to find.
Yesterday in Vesper, by the time I found it, it was already half dead!
