Count of Charges do not matter on Siege as it is uselessi picked this recipe on my main shard.. have been doing just that.. (handing them out for free).. well the 90 and 80 charged books.. to make a 100 charged book seems to take many attempts so i have lots of 80 and 90 charged books now.

Looks like 3 ppl have gotten one so far. I've never used these before, I know Sara Dale gives away stuff from time to time. Am I correct that an account can only get one 1/day , and that the steward gives items out randomly if there are different types in the backpack ? If so I wish I had known earlier, there's tons of stuff I would have been giving away.
that is correct, just be sure you don't put stacked items in, as it gives away the whole stack as one item. you have to open the pack and put them in one at a time, just dropping stack-able items on the vendor stacks them in their pack.
Some stuff can be added for new players on vendors as FREE, I added some old runebooks.
Yes but then one person can grab as much as they want, the steward limits it to 1 per person per day.
