[Atlantic] Buying a Regular Dragon - paying 10k!

Title says it all. Thanks to Dio and a nice lady named Mini me (her house is West of the Yew Moongate, has some AWESOME vendors at it!) I am just about back on my feet. Only think missing is a companion - I have 102 Taming w/ jewelry.

2 quick questions:
1. Will animals bond if your skill is boosted with jewelry (I have 79 natural taming)?

2. What skill is needed to bond/control a Great Dragon?
