Armslore and Enhancing>?

Does the arms lore resist bonuses apply to item enhancing or just crafting an item in the 1st place.
If it does in fact apply the +5 resist on top of the material bonus does it increase the fail rate by that amount?

You get the arms lore bonus 'only' on exceptional crafted items. So no extra bonus when enhancing.
